The Human Rights Commission of Sri Lanka developed this strategic plan through internal reflection and analysis and external consultation with key stakeholders. Commissioners, the Secretary, Deputy Secretary, directors of divisions and regional coordinators of all regional offices participated in a workshop early in June 2016 to undertake a situation analysis and prepare the first draft of the plan. First draft, in Sinhala, Tamil and English, was posted on the HRC website and public submissions were invited.
The Commission organised 22 consultations with key stakeholders in all the regions where a Commission’s Regional Offices are present. About 400 people from civil society organisations, state ministries and institutions, and international organisations participated in this exercise.
This strategic plan, therefore, is the product of broad discussion and contribution.
