(English) According to the mandate of the HRCSL, the HRCSL solely monitors all detention centres and their descriptive activities by section 28(2) of the Human Rights Commission of Sri Lanka, Act, No 21 of 1996. The objectives of the establishment of the NPM is to establish a system for regular visits to places where people are deprived of their liberty and to prevent all opportunities for torture and cruel, inhuman, or degrading treatment or punishment.
