Discrimination in the payment of monthly allowance to Disabled Persons

There are 457 disabled persons in the 24 Grama Niladhari divisions in the Paddipalai Divisional Secretariat in Batticaloa District. A special allowance is given for selected disabled persons in the divisional secretariat. Only 34 disabled persons received the said allowance in the Divisional Secretariat. This issue was brought to the notice of the Commission. A Special team from the HRCSL under the patronage of Commissioner Mr. T. E. Anandarajah went to Batticaloa and held a special meeting on 24.07.2011 at the Divisional Secretariat, Paddipalai.  At this meeting the special needs of disabled persons were discussed.

It was emphasized that there was discrimination in the payment of the monthly allowance of Rs.3000.00. out of 457 disabled persons only 34 persons received this allowance. A similer situation is present in other divisions also such as in the 45 Grama Niladhari divisions under Manmunai South and Eruvil Pattu Divisional Secretariat and in the 9 Grama Niladhari divisions in Koralaipathu Central Divisional Secretariat.  Payments are made for 34 people in each Divisional Secretariat. Considering the number of disable persons in the respective Divisional Secretariats they request the Commission to give a recommendation to increase the number of beneficiaries and develop appropriate guidelines for the  selection of beneficiaries.
